To fool around or tinker with something. This is usually in an effort to try to fix something that is working but not working the way you WANT it to. In other words, NOT leaving well enough alone. As imagined, phenagling with something often results in breaking it.

Hmmm...I think my TV reception could be better. Let me phenagle with the antenna a little...
